A blue plate special is a discounted meal that usually changes daily, especially in diners and cafes. The blue plates that we use are divided into separate sections for each part of a meal, similar to a TV dinner tray.
The term blue plate special was very common from the 1920s (when the original Red Arrow Diner on Lowell Street in Manchester first opened!) through 1950s. Although there are few restaurants and diners that still offer blue plate specials under that name, Red Arrow Diner keeps the tradition alive and is even featured on the Blue-plate special Wikipedia page.
